The state agency strategic cybersecurity plan must cover a 3-year period and, at a minimum, define security goals, intermediate objectives, and projected agency costs for the strategic issues of agency information security policy, risk management, security training, security incident response, and disaster recovery. The Director of OMB shall work with the Secretary of Homeland Security and agency heads to ensure that agencies have adequate resources to comply with the requirements issued pursuant to subsection of this section. Within 180 days of the date of this order, the Director of NIST shall publish preliminary guidelines, based on the consultations described in subsection of this section and drawing on existing documents as practicable, for enhancing software supply chain security and meeting the requirements of this section.
